The Restricted Substances is part of the Version 4.1 Cradle to Cradle Certified® Product Standard, published in May 2024. Please visit the Cradle to Cradle Certified® website for more information regarding this Restricted Substances List, the Cradle to Cradle Certified® Product Standard and the ongoing standard revisions process. 

The restrictions apply to all products seeking Cradle to Cradle certification or a Material Health Certificate at any certification level under Version 4.1 of the Cradle to Cradle Certified® Product Standard (the Standard). Unless noted otherwise, the applicable thresholds may not be exceeded for the listed restricted substances present in any homogeneous material subject to review in a certified product (see the official document on the Cradle to Cradle Certified® website for thresholds and other restriction details). 

Notes: The RSL includes many restrictions on substance groups rather than individual substances. These substance groups have been matched to groups of CASRNs in Pharos where available. However, these substance groups as implemented in Pharos are not exhaustive. Thus it is possible that a search for a substance that is part of a group as defined on the official RSL will not generate a hit for the RSL implementation in Pharos. In addition, the program includes restrictions based on chemical class and toxicological assessment as specified in the Standard - the regulatory lists are included in Pharos where available and if specified.

  • All Products: The restrictions on this list apply to all homogeneous materials subject to review in a product seeking certification.
  • Electrical and Electronics Equipment (EEE): The restriction on this list apply to all homogeneous materials subject to review in electrical and electronic equipment (EEE) according to Directive 2011/65/EU of the European Parliament and of the Council of 8 June 2011 on the restriction of the use of certain hazardous substances in electrical and electronic equipment (RoHS). The applicable thresholds from the cited directive may not be exceeded for listed substances present in any homogeneous material subject to review in a certified product.
  • Children's Toy Products:  The restrictions on this list apply to all homogeneous materials subject to review in a children’s product. A children’s product is defined as any product designed or intended, whether or not exclusively, for use in play by children under 14 years of age. The applicable thresholds from the cited directive may not be exceeded for listed substances present in any homogeneous material subject to review in a certified product.
  • Cosmetics & Personal Care Products: The restrictions on this list apply to any homogeneous material subject to review that meets the following definition for a cosmetic or personal care formulation according to Regulation (EC) No 1223/2009. A Cosmetic product is any substance or mixture intended to be placed in contact with the external parts of the human body (epidermis, hair system, nails, lips, and external genital organs) or with the teeth and the mucous membranes of the oral cavity with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance, protecting them, keeping them in good condition or correcting body odors.
  • Avoidance of Organohalogens and Functionally Related Chemical Classes of Concern: The restriction on this list apply to any homogeneous material subject to review. The use of organohalogens (any substance containing a carbon-bonded halogen) and includes functionally related chemical classes of concern, halogenated polymers, halogenated organic solvents, and other highly halogenated materials is restricted.
  • Using Optimized Materials (Silver): The restriction on this list apply to chemicals and materials in products seeking Silver achievement level.  Recognized PBTs, vPvBs, EU CLP Cat.1 and 2 CMRs, and substances causing an equivalent level of concern are restricted.
  • Using Optimized Materials (Gold and Platinium): The restriction on this list apply to chemicals and materials in products seeking Gold achievement level and above. Substances that are assessed as compatible with 20 human and environmental hazard endpoints following the Cradle to Cradle Certified Material Health Assessment Methodology are allowed in products at the Gold and Platinum levels.
