California Safe Cosmetics Program - Reportable Ingredient List
California Department of Public Health (CDPH) has compiled this list of reportable ingredients under The California Safe Cosmetics Act of 2005 and Fragrance and Flavor Ingredients Right to Know Act of 2020.
The California Safe Cosmetics Act of 2005 requires cosmetics manufacturers to disclose to the California Department of Public Health (CDPH) all products sold in California containing ingredients listed by authoritative scientific bodies cited in the California Health and Safety Code Section 111791.5.
Effective Jan. 1, 2022, the Fragrance and Flavor Ingredients Right to Know Act of 2020 requires cosmetics manufacturers to disclose to CDPH all products sold in California containing fragrance or flavor ingredients on designated lists cited in the California Health and Safety Code Section 111792.6. Fragrance allergen ingredients have a distinct reporting requirement from other reportable ingredients under this law. Fragrance allergens must be reported when present in a rinse-off cosmetic product at a concentration at or above 0.01 percent (100 parts per million) or in a leave-on cosmetic product at a concentration at or above 0.001 percent (10 parts per million).
